Tweaked TabBar to provide uniform padding to all tabs in cases where only few tabs contain both icon and text (#80237)

This reverts commit 411eeb41.

Removes webValues from logical_key_data.json. Web's logical mapping should map webNames to logical key values, i.e. entry.value.
