Added Dockerfiles and images were built correctly , depencies updated to match and work properly with asp,sdk,runtime version

all settings are in appsetting.json all working fine, some improvements were made to separate sms_rate(s) , all exceptions so far handled, all subscribed to jaegar

Added Parsing for appsetting.json for all and added the setting we want, compiled correctly, not yet tested, and not called for parsing
