This cleans up lerp, lerpFrom, lerpTo, and scale methods, and their
documentation.

Fixes https://github.com/flutter/flutter/issues/12377.

These now act the way they used to act if both operands are
FractionalOffsets.  Once you mix in some other AlignmentGeometry
objects, everything gets converted to the AlignmentGeometry coordinate
system.

Unlike FractionalOffset, Alignment uses the center as the zero of the
coordinate system, which makes the RTL math work out much cleaner.

Also, make FractionalOffset into a subclass of Alignment so that clients
can continue to use FractionalOffset.

Also, fix the interpolation between visual and directional fractional
offsets. The interpolation now works visually in whatever direction the
result eventually gets resolved into.

* Introduce a Directionality inherited widget which sets the ambient LTR vs RTL mode (defaulting to null, which means you cannot use directionality-influenced values).

* Make it possible to configure Padding (including Container.padding and Container.margin) using a directionality-agnostic EdgeInsets variant.

* Provide textDirection and verticalDirection controls on Row and Column to make them RTL-aware.

* Introduce a variant of FractionalOffset based on the EdgeInsets variant. Not yet actually used.

* Fix all the tests that depended on Row defaulting to LTR.

I added some tests for the bug that I fixed.
I added docs for IconButton and AppBar.
I added some new constructors for FractionalOffset.

There are more places we can use this annotation, but this patch just gets us
started.

* MultiTapGestureRecognizer previously would assert if there was no
   competition.
 * GestureArenaTeam would always select the first recongizer as the
   winner even if a later recognizer actually accepted the pointer
   sequence.
 * debugPrintStack would fail a type check if maxFrames was non-null.
 * FractionalOffset.lerp would throw a null-pointer exception if its
   second argument was null.

Also, add a number of tests for previously untested lines of code.

Also, add FractionalOffset.inscribe.
