This reverts commit cc1cf13e.

This is not a grand refactor yet, it's just cleaning up what we have
already, so that people who keep using this API (e.g. dialogs) have
something coherent to deal with.

The major changes are that Navigator and NavigatorState have the same
API now, that most of the examples use `<void>` instead of `<Null>`,
that the navigator observer can see replaces, and that the `settings`
is moved from ModalRoute to Route. I also cleaned up some of the API
documentation.

This moves toward more consistency in our messaging. Apps are
launched using --debug, so the banner will reflect the build
mode.

For example, so that the gallery can override the media query globally.

This lets people poke at navigators without having to get their
BuildContext from a build function or State first.

* Introduce a Directionality inherited widget which sets the ambient LTR vs RTL mode (defaulting to null, which means you cannot use directionality-influenced values).

* Make it possible to configure Padding (including Container.padding and Container.margin) using a directionality-agnostic EdgeInsets variant.

* Provide textDirection and verticalDirection controls on Row and Column to make them RTL-aware.

* Introduce a variant of FractionalOffset based on the EdgeInsets variant. Not yet actually used.

* Fix all the tests that depended on Row defaulting to LTR.
