This is not a grand refactor yet, it's just cleaning up what we have
already, so that people who keep using this API (e.g. dialogs) have

The major changes are that Navigator and NavigatorState have the same
API now, that most of the examples use `<void>` instead of `<Null>`,
that the navigator observer can see replaces, and that the `settings`

This updates the CupertinoAlertDialog to respect text scale factor more properly. Before this, it would scale, but would clip the action buttons at large scales, and would draw in the safe area. It also didn't match the iOS alert because the content didn't scroll. Now it does those properly.

I didn't address the fact that buttons should lay out properly (Issue #14345), but that's probably pretty low priority.

This allows the scheduler library to depend on the services library
and the painting library to depend on the scheduler library without
the services library having to depend on the scheduler library.

While I was at it I also cleaned up some of the binding logic: the
licenses logic can now be overridden (and the test library does so),
and the image cache can now be overridden as well.

This adjusts the CupertinoTabBar height in the presence of bottom
padding. On the iPhone X, this will increase the height to account for
the home indicator widget.

Fixes the remaining known issues with widgets supporting RTL.

Previously, ExpansionPanel would do weird things if interacted with
when it was already animating. This is fixed and there's now a test.

Also:

 * Minor fixes to make the gallery work in RTL, not that there's
   any way to see that without hard-coding the framework to RTL.
   But at least I'll be less annoyed when doing that.

 * Some trivial code and documentation cleanup.

libtxt has different policies than Blink for trimming whitespace.  This change
will make the test results consistent in both text renderers.

Unlike FractionalOffset, Alignment uses the center as the zero of the
coordinate system, which makes the RTL math work out much cleaner.

Also, make FractionalOffset into a subclass of Alignment so that clients
can continue to use FractionalOffset.
