`RenderSemanticsGestureHandler` is no longer a semantics boundary, which allows us to correctly mark disabled buttons as disabled without having their semantics size and semantics node id change unexpectedly.

This change also required some refactoring to how we deal with `twoPaneSemantics` scrolling as it previously relied on `RenderSemanticsGestureHandler` being a semantics boundary. This should also make the underlying logic easier to understand.

Aggressively apply the const lint.

Breaking change: removed deprecated methods of PlatformMessages, leaving only binary messaging there. All other use of platform communication now goes through PlatformMessageChannel and PlatformMethodChannels. Retained use of String and JSON codecs for now.

This patch improves PageView to the point where we can use it in the date
picker. Specifically, you now get onPageChanged notifications and you can
control which page is visible using a PageController.

After this patch, the old grid code is not used in the framework.

- Out of bound days are disabled and untappable
- Out of bounds months can't be navigated to

This patch introduces ScrollView, which is a convenience widget for using a
SliverBlock. This patch also switches a number of tests from Block to
ScrollView. Once we support more features of block (e.g., padding and
shrinkwrapping), we'll be able to move over more clients.

Previously the navigator wouldn't always call Route.dispose when it was
removed from the tree. After this patch, the navigator remembers popped
routes so that it can call dispose on them when it is removed from the
tree.

Also, improve some error messages around calling dispose() more than
once on routes and AnimationControllers.

Fixes #7457

This patch adds tests for radio buttons, the date picker, as well as a
number of other classes.

Rather than removing all the padding from an AlertDialog, we now just use
Dialog directly for the date picker.

Fundamentally the core problem was that we were not saying how wide a
date picker should be. It should be 330 pixels, if I'm measuring the
spec's mocks correctly.
