Merge pull request #878 from HansMuller/pageable_list_tabs

TabBarView is-a PageableList, doesn't need itemExtent

Base TabBarView on PageableList so that itemExtent and its SizeObserver aren't needed.

TabBarView scrolling is still TBD.
